feat: initialize Nuxt 4 project with Tailwind CSS and Shadcn components

- Added nuxt.config.ts for project configuration
- Created package.json with necessary dependencies and scripts
- Added favicon.ico for branding
- Included robots.txt for search engine directives
- Set up tsconfig.json for TypeScript support
